Dr. Hughes D. Dougan, a prominent Vincentian medical practitioner in the United States, was the honoree at the Annual Luncheon of the Friends of St. Vincent & the Grenadines Grammar School For The Promotion of Secondary Education, Inc. (FSVGS Inc.).  The function was held at the prestigious Nakisaki International Restaurant, in Hempstead, Long Island, New York, on Sunday, September 15, 1996, under the distinguished patronage of the Ambassador of St. Vincent and the Grenadines to the United States, and Mrs. Layne.

In making the presentation at Sunday's function, Mr. Doneth Rose, Treasurer of the Organization, spoke of Dr. Dougan's involvement in the activities of FSVGS, Inc. despite his heavy schedule.  He lauded his service to the community and his steadfast support for the work of the organization.  After receiving the award, Dr. Dougan thanked the members of FSVGS, Inc. for their recognition, and rededicated himself to its ideals.  He thanked his wife and family for their encouragement, understanding and support as he pursues his busy schedule of activities.  He said that they deserved a special award in that regard.

His excellency Kingsley Layne, in his address, extended congratulations to the honoree on behalf of the Chief Medical Officer and Government of St. Vincent and the Grenadines.  The Honorable Curtis Fisher, Councilman of the Town of Hempstead, Long Island, extended greetings on behalf of the Council and presented a proclamation by the Mayor.  Honorable Una Clarke, member of the New York Council, also addressed the guests, and emphasized the themes already highlighted by Ambassador Layne.
